This is just about a stupid idea. I can believe this is happening in San Francisco. That's the only part of the story that makes sense.
Rather than tossing loose change into a panhandler's empty cup, San Francisco officials have decided that instead you should throw spare quarters and nickels into a "homeless meter." WHAT??!! Yes, my friends you read that right. A homeless meter.

The San Francisco Chronicle says "The city's latest attempt to deal with one of its most vexing problems will be announced in coming weeks in the form of 10 old parking meters installed in some of the most heavily panhandled areas."
Money deposited in the meters goes to homeless charities.
