Why we need to End Homelessness NOW!
WARNING:
If you believe the current effort to end homelessness within Washington State is on course and cannot be accomplished any faster; then you do not want to spend any more of your time reading the following.
FACT:
According to the current best Homeless Advocates in Washington State; under the current 10-year plan that has been established, Washington State will (most likely) be Homeless-free in 2013 or 2014 (maybe).
FACT:
Each year more homeless-people are showing up in our communities; and each year more money per-homeless-person is being spent towards the problem.
FACT:
Each year medical costs are increasing due to the ever increasing homeless-demand being experienced within our hospital emergency rooms; and it is the Washington State taxpayer and medically-insured population that is paying the unpaid medical costs.
FACT:
Under the Federal McKinny-Vento Act (which provides no funding), school districts throughout Washington State are required to provide transportation to homeless-youth, even when they are outside the school district’s service area. As a result, the Kent School District (as an example) incurred a $1.2 million transportation cost during last school year. It was the Washington State taxpayers within the Kent School District who paid that bill. I’m sure they would rather have had the $1.2 million go to other needs within the school district – if spent at all.
And next year, the bill will be even more costly.
FACT:
Every city government, county government and law enforcement agency throughout Washington State is spending more money every year in their attempt to deal with the homeless situation; and every Washington State taxpayer is paying more taxes to offset the expenditures.
FACT:
The WASHINGTON STATE TAXPAYER = YOU!
YOU are the one paying for all of this WASTEFUL government spending!!
SOLUTION:
The Committee to End Homelessness NOW! has the solution that will:
• End Homelessness (throughout Washington State) in 2010!
• Cap the State’s financial Homeless-related expenditures at the current level!
• Require Washington State to provide support/assistance to all (otherwise) Homeless persons committed to becoming self-sufficient by participating in a 2-year maximum State sponsored program. This program would be financed at the Capped Homeless-related expenditure level!
• Totally eliminate hospital emergency room costs resulting from homeless patients (as of 2010)!
• Totally eliminate school district costs resulting from transporting homeless students (as of 2010)!
• Significantly reduce city government, county government and law enforcement agencies Homeless-related expenditures after 2009!

STEPS TO: END - HOMELESSNESS – NOW!!
1st – Current projections have the elimination of homelessness (within Washington State) at 2013, or 2014 - MAYBE!! The WIEST plan would end homelessness (within Washington State) as early as January 2010.
2nd – Projected related-costs are expected to increase YEARLY!! Implementation of this law/program will cost no more than is currently being spent; and will provide a major savings to school districts, hospitals and (potentially) taxpayers throughout Washington State.
STEPS TO TAKE:
1) Establish a role model STATE (= WA).
2) Elect Jim Wiest, Lt. Governor, on Nov. 4, 2008.
3) WA Legislature and Governor establish a law prohibiting “homeless” within WA State, effective (to be determined [2/1/10 proposed]).
4) Federal Government provides Federal facility (to be utilized by WA State to provide) for “City of Opportunity” State-sponsored program.
5) Homeless given 30-day opportunity window (Options: participate in State-sponsored program OR leave WA State).
6) WA State implements new “homeless” law.
OPTIONS OFFERED TO HOMELESS:
Option #1 - Voluntary program: City of Opportunity (a former Federal facility):
A) Provide screening of voluntary participants.
B) Provide appropriate temporary housing (single, couple, or family).
C) Provide meals.
D) Provide medical care (if/when needed).
E) Provide mental health care (if/when needed).
F) Provide counseling (if/when needed).
G) Provide training (if needed).
H) Provide education (if needed).
I) Provide employment support/assistance (if needed).
J) Provide moral support (if needed).
K) Provide spiritual support (if desired).
L) Perform periodic progress reviews.
M) When individual, couple, or family is determined to be back on their feet; then transition individual, couple, or family to desired community (with support group[s] and/or other assistance).
N) Perform continued periodic progress reviews.
The City of Opportunity would also consist of a Behavioral Health Center; a Veteran Affairs Center; a “Boys (& Girls) Town” style facility (available to all youth who are in the care of the State – eliminating the need for the current, embarrassing “foster care” program); a K-12 school; a community garden; an animal shelter; and a non-denominational worship center.
Upon the enactment of the new law, approximately 25 - 50% of homeless would be likely to choose to participate in the voluntary program. Reason: Approximately 50 - 75% consist of homeless individual(s) who - for various reason(s) - are not interested in returning to a stable/traditional existence [refuse the rules (i.e., no drugs, no alcohol, no tobacco products, etc.) of the voluntary program, mental condition(s), felon on the run, unregistered sex-offender, etc.].
Option #2 – Leave the State:
Upon the enactment of the new law, leaving the State would be an option (for an initial time period to be determined [30 days proposed]).
Approximately 50 – 75% of the homeless would be likely to choose this option (for the same reason(s) provided in Option #1 for not choosing to participate in the voluntary program).
Once Washington State enacts this law/program, ALL the other States (with and without a homeless problem) will quickly follow WA in establishing similar “homeless-laws” for the benefit of wanting to avoid finding themselves being one of the last States to address the problem that will represent the largest (least appealing of the) homeless population to deal with.
